DeSeCo verkefnið má rekja til 1997 en hefur verið í deiglu síðan. Í stuttu máli má segja að lagt sé til að viðfangsefni skólanna sé hugsað upp á nýtt. Það þýðir ekki endilega að allt gamalt sé látið fyrir róða, heldur sé mikilvægum atriðum gefinn gaumur. Grundvallar viðhorf OECD er að efla frjálsan markað og ræður það viðhorf að e-u leyti ferðinni í skilgreiningu markmiðanna.
